Several international initiatives for open access publishing, such as e.g. the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities of October 2003, have alerted the necessity of open access publishing. In the meantime most of the national research organizations and funding agencies in Europe have signed this declaration, and in their resolution of March 2005 they have agreed to provide special fundings for the support of open access publications.
